Andrew Monroe was a stern but fair policeman who tried to do a difficult job as well as he could. Alec Peters once said of him: 'You don't point Mr. Monroe at someone unless you intend to fire him'. As the new broom with very tough bristles, Monroe possessed a frown that could reduce even Brownlow to a quivering wreck. He began his working life as a miner, and was still physically very tough indeed. A force to be reckoned within the Sun Hill relief, he put the fear of God into his superiors and subordinates alike. It seemed as though he never put a foot wrong. He was, above all, a tireless worker and a naturally meticulous man. Quite simply, he was a stickler for detail. Though he had very little formal education, he had a flawless knowledge of police procedure and would, with great politeness, correct absolutely anyone who got it wrong. He never needed to raise his voice.

Monroe had been married for 20 years, had two teenage daughters and a happy home; but there was nothing cosy about him. He remained what he had always been - a hard working man.

Tragically, he was one of the casualties of the Sun Hill fire when race riots got out of hand.
